Executive Order No. 2006-17
CREATING THE TYPHOON REMING MULTI-SECTORAL RELIEF AND REHABILITATION TASK FORCE OF NAGA CITY
WHEREAS, Super Typhoon Reming struck Naga City November 30 causing widespread damage to private dwellings, crops and livestock, public schools, farm-to-market roads, health and community centers, the city’s waste management facilities, as well as to power, telecommunications and water utilities;
WHEREAS, in response to the massive destruction, the private sector have volunteered their services in the relief and rehabilitation effort fielding manpower and resources in support of the city government’s own relief and rehabilitation activities;
WHEREAS, notwithstanding this partnership, the damage wrought by super Typhoon Reming, which came just weeks after typhoon Milenyo, is of such magnitude as to dwarf the capacity of the city government and the private sector, already sapped by the previous typhoon, to effectively respond to the relief and rehabilitation requirements of the city;
WHEREAS, there is a need to generate additional resources to sustain the city’s relief and rehabilitation effort;
WHEREAS, in keeping with the city’s continuing policy of inclusiveness, transparency and accountability, such resources can best be generated and applied with the active participation of the private sector and civil society organizations;
NOW, THEREFORE, I, JESSE M. ROBREDO, by virtue of the powers vested in me by law as mayor of Naga City, do hereby create the Typhoon Reming Multi-Sectoral Relief and Rehabilitation Task Force with the following composition and functions:
A. Composition
a. Chairperson: Fr. NELSON TRIA, Chair, Naga City People’s Council
b. Co-chairpersons: Engr. EMETERIO AMAN, President, Metro Naga Chamber of Commerce and Industry
Mr. ADOLFO OLIVAN, Past President, Filipino Chinese Chamber of Commerce and Industry
c. Members: The following organizations as represented by their respective president or head:

B. Tasks
a. In partnership with the city government, generate and mobilize resources from both the government and the private sector for relief and rehabilitation purposes.
b. Recommend to the city government the use and application of funds and resources so generated balancing urgent relief assistance with long-term rehabilitation requirements.
c. In partnership with the city government, engage in relief and rehabilitation projects and activities particularly those utilizing private sector resources, and in such other activities as will alleviate the suffering of those severely hit by the disaster.
d. Monitor the application of all other resources generated by the Task Force. For this purpose, city government offices shall render an end-of-project report to the full Task Force upon termination of the relief and rehabilitation effort.
e. Upon completion of the relief and rehabilitation effort, apprise both private donors and government agencies of the disposition of funds and other resources extended to the city.
f. Recommend polices for possible adoption by the city government in support of the current and future relief and rehabilitation effort.
C. Meetings
a. The Task Force shall convene not later than Tuesday, December 5, 2006 to map out its activities, individual assignments and timetable in support of its mandated tasks.
b. During its initial meeting, the Task Force may choose to create a seven-man Executive Committee of such membership as it may choose. Such Executive Committee shall decide on urgent matters that require the action of the Task Force. Decisions made by the Executive Committee shall be reported to the membership of the Task force at its next full meeting.
c. Likewise, the Task Force may create working committees to undertake specific tasks and assignments as it may deem necessary.
d. The Office of the City Administrator is herein designated as the secretariat of the Task Force and its Executive Committee. Other employees of the city government may be called upon by the city administrator to render staff support.
D. Membership
a. Additional members may be included in the Task Force by consensus of either the full Task Force or its Executive Committee.
