SPECIAL PROGRAM FOR EMPLOYMENT OF STUDENTS


Specific Objectives
Aims to help poor but deserving students and out-of-school youth to pursue their education by encouraging their employment during summer vacation.

Who may Participate
STUDENTS AND DROP-OUTS
- 15 to 25 years old
- Enrolled during the present school year/semester immediately preceding the summer vacation or a drop-out who intends to enroll again
- Parents' net income after tax does not exceed P36,000.00 per annum
- no failing grades

EMPLOYERS
any person or entity who has employed at least 50 workers at any given time during the past twelve months.

What are the Requirements
- Duly filled up Registration Form 09 or RKS (3 copies) with ID pictures.
- Any of the following to attest the student-applicant's age: Birth or baptismal certificate OR Joint affidavit of two disinterested parties.
- Any of the following to attest the student-applicant's rating: Form 138 OR Certification by the School Registrar that the student has passed during the previous semester or school year OR Certified true copy of the student's class card where the passing grade could be determined.
- Any of the following to attest the student's family income: Latest Income Tax Return of the parentas/ guardian OR Certification from the employer/union president that the parent/guardian of the applicant is to be displaced or have been displaced OR BIR Certification that parents is not filing Income Tax Return.

Guide for Applicants
STEP 1
Ask for RKS or Form 9 from a CEC Staff and fill it up with correct and complete information. Attach a 1x1 picture and submit the form to the CEC Staff in-charge of the SPES within 1-2 days.

STEP 2
CEC Staff assess the SPES manpower requirements of the different government line agencies and private companies based from job vacancies solicited starting from the month of February.

STEP 3
Attend the SPES Orientation in order to have a background on the details and guidelines of the program.

STEP 4
You will then be asked to come back on a scheduled date (right after the evaluation of the RKS forms) where the list of students who qualified for the program will be posted or called upon.

STEP 5
If you are included on the line-up or masterlist, ask for a Referral Letter to a government agency or private establishment. Immediately proceed to the area and have your name listed on the office where you will be assigned. A Monitoring Team is assigned to gather the lists of referred and placed SPES Participants from the different government line agencies and private firms.

STEP 6
Submit the SPES Requirements to the CEC Staff assigned for proper evaluation. This is done within 1-2 weeks.

STEP 7
You will then be asked to sign the Employment Contract and SPES Certification 1 week following the submission of requirements.

STEP 8
After 15 days, come back at Metro Naga PESO to sign the Termination Report.

STEP 9
CEC will process the 60% SPES payroll after the Daily Time Record (DTR) from individual SPES participants had been forwarded.

STEP 10
SPES Requirements together with the pertinent reports are then submitted to the Department of Labor and Employment (DOLE) Region V in Legaspi for further evaluation and processing of the 40% SPES Checks to be issued upon presentation of enrollment forms and ID of the SPES participant.


Guide for Employers

Who may Participate
Any employer who has employed at least fifty (50) workers at any given time during the past twelve (12) months.

Duration of Employment
The regular period of employment shall not be less than fifteen (15) or more than forty-five (45) days during summer vacation.

Payment of Salary
The employer, both private and government, is required to pay sixty percent (60%) of the applicable minimum wage prevailing in the area. The remaining forty percent (40%) will be paid by the Department of Labor and Employment (DOLE).

Pre-Employment Phase
Employers should coordinate with Metro PESO and must submit the Pledge of Commitment, a document which contain the number of students to be hired, wage rate, and qualifications of the student. The Pledge of Commitment should be duly signed by the Manager and Finance/Budget Officer of the company. Pledge of Commitment forms are available at Metro PESO.

Employment Phase
The employer shall immediately notify Metro PESO of the acceptance of the student-applicants. It must submit a placement report not later than five (5) days after the start of employment.

Post-Employment Phase
Certification of Employment - at the end of the employment period, the employer shall issue to the student a certification of the Student's Employment Record (SPES Form 04), specifying the number of days worked, his wage rate, overtime pay and other incentive received from the employer.

Employment Terminal Report - within three (3) days after termination of the student, the employer should submit to Metro PESO an Employment Termination Report (Form 04-1) in three (3) copies which shall be the basis for the computation of the forty percent (40%) share of the DOLE. The DOLE may require the employer to submit a copy of the payroll of the student employees to verify the salary received by the student-employee.
