LOAN APPLICATION PROCESS
STEP 1
Proceed to our office and look for the EDC staff in-charge of loan application.

STEP 2
During the interview, provide the EDC staff with the following information: (1) Name of Individual/ Cooperative/Association/NGO-PO, (2) Exact Address, (3) Present Job/Source of Income, (4) Proposed Project (5) Business you are engaged in , and (6) Exact Business Address. This would take 5 minutes only.

STEP 3
Ask for a copy of the Form L-1 or the Application for Assistance Form from the interviewer.

STEP 4
You will be oriented with the qualifications, requirements for application, mode of payment and interest charges for the next 5 minutes.

STEP 5
Fill-up one copy of the Form L-1. Accomplish the form within 1 day.

STEP 6
For individual borrowers , submit the Form L-1 to the City Social Welfare and Development Office (CSWDO) for certification and clearance purposes.

STEP 7
Check the Form L-1 with the staff assigned at the Livelihood Beneficiaries Information System (LiBIS) for the next 5 minutes to verify your loan records.

STEP 8
For individual borrowers, submit the Form L-1 to the Community Development Foundation Incorporated (CDFI) for clearance. Application Form should be cleared within 5 minutes.

A QUICK GUIDE IN FILLING UP FORM L-1
1. Attach 2 copies 1x1 photograph
2. Fill-up all the blanks on the data box
3. Sketch the exact location of your residence and business address at the back of the form
4. Sign the form at the bottom part of the data box; and
5. Return the form to the interviewing officer.

STEP 9
The METRO PESO Credit Officer or Project Evaluation officer will conduct a credit investigation (CI) or project evaluation of the loan application.

STEP 10
After reviewing the Form L-1 and/or loan requirements, the ECDC Staff will submit it to the PESO Manager for approval in 15 minutes.

STEP 11
The City Mayor's Office through the City Mayor will approve the Application for Assistance Form.

STEP 12
Preparation of attachments to the Form L-1 by the ECDC Staff follows after the approval of the application. Acoomplishing the attachments for each Form L-1 usually takes 30 minutes or less.

STEP 13
You can now sign the Business Plan and the Kasunduan (individual) or Project Proposal and Promissory Note (cooperatives, associations, NGO's and PO's).

STEP 14
Within 15-30 minutes, the Section Head validates and signs the attachments and submit it to the PESO Manager for approval. Upon approval of the PESO Manager, the eligibility of the applicant for a loan assistance is determined.
 
CREDIT INVESTIGATION/PROJECT EVALUATION
STEP 1
The Credit Officer (CO) or Project Evaluation Officer (PEO) will locate the exact address of the applicant using the sketch at the back Form L-1.

STEP 2
CO or PEO interviews the aplicant to assess his credit worthiness, capability to pay and the project feasiility. The interview should last for 5 minutes only.

STEP 3
Provide the CO/PEO information such as:

for Individual Borrowers:
1. nature of your business
2. years you have been in business
3. average monthly family income
4. existing capital
5. main source of income
6. other sources of income
7. dependents in your family
8. present job
9. present obligations
10. length of residency in Naga
11. number of family members working
12. name of co-maker and address

for Group Borrowers:
1. assistance from other financial institutions
2. project methodology
3. financial capability
4. financial viability
5. policies
6. Core Management Team (CMT) or project implementors
7. projected income
8. direct and indirect beneficiaries


STEP 4

The CO/PEO interviews other credit references in the vicinity to know the applicant's status and project viability in 5 minutes

STEP 5
The CO/PEO also interviews a barangay official of the area to verify gathered information.

STEP 6
The CO/PEO prepares the Credit Investigation Report Form or the Project Evaluation Report Form. This will be used as reference in granting the loan.

STEP 7
The CO/PEO makes a recommendation for eligibility of the applicant who satisfactorily complied with all the requirements set by the office after 3 working days.
 
PROCESSING THE LOAN APPLICATION
STEP 1
The City Legal Officer notarizes the Promissory Note stated in the Kasunduan, jointly signed by the applicant and his co-maker in 15 mintes.

STEP 2
The City Budget Officer certifies the availability of fund for the loan by signing the Request for Obligation of Allotment (ROA) in 10 minutes.

STEP 3
The City Accountant's Office (CAO) posts the amount of loan in the Application for Assistance Form and the voucher in 15 minutes.

STEP 4
The Commission on Audit (COA) evaluates the Business Plan and the Kasunduan for Validation purposes in 15 minutes.
STEP 5
The City Accountant's Office (CAO) re-audits the attachments in 15 minutes.

STEP 6
The City Mayor approves the voucher in 15 minutes.

STEP 7
The City Treasurer's Office facilitates the release of check within 1 day.

STEP 8
Claim the check from the cashier and go back to Metro PESO to record the date and Check number then the EDC staff will give you the payment schedule.
 
PAYING YOUR DUES
STEP 1
Go to Metro PESO and look for the Bill Collector who will verify with the Management Information System (MIS) staff the account due on digitized Livelihood Beneficiaries Information System (LiBIS in 5 minutes or less.

STEP 2
For on-field
collection, demand letters are served for a maximum of three demand letters in whole billing and collection process. The first and second demand letters appear exactly alike while the third goes with a statement of account.
STEP 3
Upon receiving the demand letter, you can pay to the Bill Collector and be issued with an official receipt (OR) or you may proceed to Metro PESO to remit the payment. Said OR should state whether it is a partial or full payment of loan. If it is partial payment, ask the bill Collector of the remaining balance before you leave.
