PROFILE
The Naga City Federation of Cooperatives (NCFC) came to existence on February 10, 1997 when the Naga City Cooperative Development Council (NCCDC) spearheaded the organization of 21 Naga City-based primary cooperatives into a secondary cooperative.


OBJECTIVES
a) To receive deposits and grant loans to member-cooperatives;
b) To conduct training and seminars affordable to member- cooperatives; and
c) To source-out funds for programs and projects.

- To coordinate and facilitate the activities of its member-coops;
- To carry on, encourage and assist educational and advisory work relating to its member-cooperatives;
- To enter into joint ventures with regional, national or international coops.
- To provide bookkeeping, auditing and other allied services.


 
In its fifth year of operation, NCFC maintains a total of 29 Naga City-based primary affiliated cooperatives coming from the 27 baranggays of the city. It has a potential individual membership of almost 5,000 Nagueños which compose the bulk of the primaries. This is widely distributed to multi-sector groups classified as to: Agriculture and Fishery, Transport Groups. Labor and Service, Marketing and Consumer, Credit and Manufacturing.



INSTITUTION BUILDING
This involves the strengthening of managerial capabilities of member primaries in monitoring and evaluating projects, their coordination and collaboration. With this program, member-primaries shall be able to develop and practice rational planning and allocation of resources to ensure that each member will draft realistic and implementable projects since funding for these are generated. Systematic assessment and forecasting shall be institutionalized. The objective of this program is to assist member-primaries to determine their capabilities in developing particular project given its present and future resource endowment. <TOP >

COOPERATIVE ACCREDITATION
This program aims to improve the institutional capability of member-primaries through a system of accreditation. With a systemized accreditation of cooperatives, the delivery of technical and credit assistance to small and medium cooperatives is facilitated. Aside from specifying cooperative eligibility and credit requirements, accreditation system allows cooperatives to assess their directions for growth and to make them more effective conduits and partners in countryside development. <TOP >

RESEARCH AND DEVELOPMENT
In view of the need to conduct feasibility and other technical studies in support of program/project planning and designing, a separate fund which would facilitate the conduct of various studies in behalf of member-primaries is proposed. This program aims to pinpoint strategic interventions in proposed projects as well as on-going programs, thereby maximizing benefits intended for primaries/beneficiaries. <TOP >

CONSULTANCY
Aside from its regular staff, the Naga City Federation of Cooperatives has its pool of consultants who are available at short notice to provide services along topics of project development, feasibility study preparation, project management, organization management, credit and collection, cooperative bookkeeping, capital build-up and savings mobilization. These consultants shall be available by appointment to help prepare, develop and assess projects proposals and feasibility studies and even trouble-shoot problems. They shall develop systems for accounting, financial management and human resource management. They shall also be of help in generating project technologies. <TOP >

TRAINING
Training shall focus on cooperative operation and organizational management, institution building, project and program management, social and development tools and techniques and appropriate technologies like project feasibility study preparation, entrepreneurship with skills development and livelihood project generation. These include seminars/trainings in credit and collection, cooperative bookkeeping, capital build-up and savings mobilization and board of directors orientation course. <TOP >

SUPPORT FUND FOR TECHNICAL STUDIES
This program includes the establishment of a common fund which the Federation shall use for the conduct of studies relevant to the implementation of priority development projects identified by member-primaries. <TOP >

PROMOTION OF PRODUCTIVITY AND PRODUCT QUALITY CONSCIOUSNESS
This program is designed to enable member-primaries to survive competition in local and international markets. The promoting productivity and quality standards. This can be done by establishing tie-ups/consortia with private and government agencies operating relevant testing and laboratory facilities. <TOP >

SMALL AND MEDIUM COOPERATIVE CREDIT
Insufficiency or lack of local equity capital of cooperatives necessitates the setting up of a credit facility that would be responsive to the needs of small and medium size cooperatives. Hence, this program will provide affordable loans with less stringent and cumbersome procedures compared to existing credit facilities offered by regular financial institutions. Since this program does not require any collateral, evaluation of project proposal shall be based on the strength of project organization and management and the profitability of the proposed undertaking. Funding requirement shall be done through staggered releases based on the proposed financial investment program upon proof of the actual fund utilization. <TOP >
