this is unsolicited. i dont care how you guys will react.

ive been reading the post in the MNCF and i notice 1 thing. there are numerous members who already left your group and this is alarming yet from what i can see (maybe there are things i cant see) the leaders are not doing anything to address the issue at hand.

second there were discussion that are only known to some person in the group. or it is me who do not know, i thought organization should be trasparent as what the government of naga is trying to do up to some extent.

hope you guys are doing your best to address your problem. it is a big blow to your group. another blow like this will be like the finishing punch of manny to morales.

1st: let me correct you, you noticed two things not one.  :lol:

2nd: Yes, you are not seeing it: the leaders are doing something but being discussed only within the group. Meaning, these discussions are now open only to the remaining members of the group. This is for us to "do our best to address our problems".  There are on-going reconciliation talks and are done in private.  If those who quitted will finally decide not to involve anymore, that’s the time the group will decide what to do, but as for now, we are still hoping for their return.

1:  What happened to that MNCF? -- (Haput ni Paratarok//January 23, 2006)
As far as I can remember, the initiator of the group have decided to postponed any operation until the differences of group members is settled. Unfortunately, the issue was not resolved until the time I resigned from the group and eventually left from government service last year.  Until then, I was not informed of any updates. Is it still alive or dead? -- I don't know yet...
2: What happened to the fund?
The fund is still intact.  To withdraw it from the bank, it will need at least two signatories, Ansel, myself and Ms Grace. As of now, Ansel is the only one in Naga and therefore, it needs either me or Ms. Grace (both from across the miles) to come home to Naga to withdraw the fund.
3: Audit?
Liquidation of projects are found in the website: http://mncf.naga.gov.ph/ but sorry tatjana, you must first join the group to see all these stuff for it is not open to the public.  This group is a not under Naga City Government, it is a group formed by ordinary people (like me).

But I am still concern about the remaining fund.  I wish for it to be given away to beneficiaries who are in need.  But my plan to leave Naga was so sudden that I was not able to find time to withdraw the fund to transfer it to another signatory. I'm still uncertain when I can come home so that at least, the funds can be use for another project.  Maybe Grace has a plan to come home? Hmmm... asan ka na ma'am Grace?

The group per se may not be there anymore but there are few people who're left behind and slowly pushing it, in fact, may nagpa-padara pa and we cannot turn them down because their intentions are very good.  The past months we've paid tuition fee of 2 college student, supplied medicines to needy and feeding of street children.  Personally I would rather remain quiet and we'll  update or come up with a (blog)site for the accounting of fund as soon as I free myself from my workload simply because it's my moral obligation to the benefactors.

 I don't buy your thinking. Keeping it secret opens door to lots of suspicions and unsavory thinking/ remarks. How will the donors be appraised on the current level of collections . and where it is being spent? Who is supposed to authorize the disbursements when there is no formal document to that effect?  Everyone knows  that MNCF is not  registered with the SEC as there is no Artticles of Incorporation, Board resolution , or either  By Laws to speak of. Neither it is registered with the local DTI. You guys started the campaign for donations already, even though there was no official incorporation of the supposed "foundation" yet. You  guys are putting the cart before the horse to say the least. How will the donors feel? Remember that these donations are even sourced from  foreign countries?.

 I am much surprised of how it was deposited with Metrobank there, as it is not a personal private  fund in the first place. The branch manager who opened the account has known beforehand  that it was a pool of donors fund for  supposed charitable purposes. Therefore ,under banking rules  ,the aughtorized signatories to the funds should be backed up by a Board Resolution, and all pertinent incorporation documents should be on file with the bank branch. Why under three private individuals ?Under what documentation?

  OH gosh! the  bank manager had circumvented  banking rules.  THIS IS AN AUDIT ECXCEPTION.

  May I call on the bank internasl audit to look into the account and apply the necessary sanctions to the officers concerned, and undertakenecessary action for the regularization of the account.

 Meantime, no additional deposits and disbursements  should be made under penalty of law.

We , The Wessex Anglo - Filipino Society based in southern United Kingdom have donated £400 (40,000.00php) in the last year and we are commited to more up until next February when our AGM is held. I think in the last two years we have donated £6-800 (60,000.00 - 80,000.00php)  I am PR officer of the society and I am in regular contact with Grace, Tessa and Ansel. In August a delegation of three others from the society joined me on our regular visit to Naga.
     Ansel and Tessa introduced us to students who had been sponsored then showed us some of the charities that MNCF have been helping such as learning centres fo children, Mission for the poor at Cararyan and enterprises to get long term unemployed people back working.  I was in fact in Naga on other business and I can categorically state we have total confidence in the "skeleton crew" that is managing MNCF at present.
  Ansel, Grace and Tessa are regularly reporting back on how funds are being used. I think the initial impetus of the launch of MNCF has been lost. However, people do have their own lives to lead and families to look after, I respect that.
    From a UK perspective they should be congratulated on the good work that they do. It would be so easy to "throw in the towel"

Also, as a vote of confidence, £200 was donated by ourselves for ongoing projects, particularly the good work that we personally witnessed while we were there.
 MNCF is not the only organisation in the Phillippines we donate to. We also have a long term committment to Shepherd's Hand foundation, San Miguel, Rizal, the White Cross children's home in Manila.
  I am personally involved with other fund raising activities in Naga and hopefully will be more so when I spend more time there (in official capacity or otherwise) I will gladly offer my services and skills to MNCF.

Basically, I am not updated anymore since I do not have open communication with Ansel over the past few months (just applied for an internet subscription at home recently) but I'm really delighted by what the group is doing now! Napataba ang puso ko!

I'll second those congratulatons on behalf of the 300 members of the "Wessex Anglo Filipino Society" in the south of the United Kingdom, for ensuring funds donated to MNCF is secure, used wisely and gets to those who need it most.
   The trust in MNCF makes fundraising here much easier and the feedback on it's use from Grace or Ansel is always gratefully received.

 Hi Mr john!  You have now given your update based solely  on your own / wessex's group experience on the status of tthe MNCF fund.

Well, it seems that you are currently so satisfied, and have no problem whatsover as to your own personall asessment. BUT: remember sir John, we are talking here of thousands of pesos, and this can go up much more in the future that I am much concern of,  even before. By the way , you are speaking only as to  your  own point of view, we  however,don't know the corcern of the  other donors on their funds.

WE don't even know how much is the level of the others participation to the overall fund. And I don't want to know or care either. All I want is to straighten matters at this early stage  before  any problem gets out of hand.

Even if you may consider the fact that your group's contribution agregates most. if not 99.999% of the total MMNCF fund, still you can never MORALLY OR LEGALLY claim that you can dictate the disposition of the total fund. Much more than the OTHJER donor's funds outside your group. You are only  a representative  of the group (Wessex) although for the sake of argument, you hold the group's funds, and  at your OWN volition , you can  do whatsoever you wish with that. How about the other donors? Don't they have a choice, or at least a voice of their own?

This is the reason that fund should be under a legal entity, not under any any Tom, Dick , Jane or any John Does.  As the purpose of usage is long term, then only an institution can do that. WE have long known of unending stories of  disappearance of funds entrusted to supposedly well trusted people, but  eventually turned out sour. The list is a never ending one, even people of considered well repute and of much well esteemed. Even in banking circles,( and  these are  already considered a normal happenings, although not reported by the banks concerned,) the list is growing. It is safe to say then to   better  fix the house first before anything else.

In the case of the Branch manager concerned, it is of common knowledge that supposed Bank managers nowadays, are lacking in experience and training  in all aspects of  Banking compared to those a decade ago  prior to the advent of computerization. You can be a Bank Manager even with a very NIL knowledge of either Banking, Operatons( Accounting/Audit), Business ,or management. This , as long as you can turn  in DEPOSITS for the Bank. Never mind  the operations aspects, leave that to your backroom support!. These is  the root reason that crop up problems   for these bank  branches..Yes  Deposits is all these Bank Manager's care, as theirr professional advancement will be based on their level of Deposits Generated during their stint in a certain branch. So, if you  have connections in the upper circle, you can be a Manager, huh?. Just plain Marketing cosiderations, pure and simple to be a Bank Manager! But then before , you have to immersed yourself in all aspects of banking ,  before you can reach that goal. Who was that manager who approved that account opening ?

 What then will happen  to the fund if those three persons  now in whose account is opened, decide to discontinue their work  for personal reasons? who will again dictate the authorized new signatories to the fund? Does he/she  have any authority? by whom? Will any bank officer approve the opening based on this? Who checks on the disposition of the fund?  Or are you contented with a post approval ? ( after the fact?). How about audit?
