Over
the past 18 years, Naga City has built a reputation of being a center
for innovations in local governance. Some of the city's achievements
even pre-date the Philippine Local Government Code of 1991 that
effectively provides local government units the wherewithal to set
their own growth directions.
Naga's
governance model is founded on 3 elements:
a progressive development perspective with "growth with
equity" as a core philosophy; partnerships that enable
the city to tap community resources for priority undertakings; and
people participation which ensures long-term sustainability
by generating broad-based stakeholdership and community ownership
of local initiatives.
This
web page forms part of the city's i-governance
program and is a step towards a partnership- and participation-driven
model of governing the city. By promoting transparency and information
openness, it seeks to enhance participation at the level of individual
citizens.
